Building Engineer Supervisor (Maintenance Supervisor)

Work Schedule: Full-time - 40 hours per week
Salary:  EUR 42,354 (Grade LE-9) based on a 40-hour work week.  An additional 20.2%
will be added to the Locally Employed (LE) Staff salary listed for allowances and premiums.
Duration Appointment: Initial contract of one year, includes a one-month probationary period, with view to extension.

Basic Function of Position: The Surveillance Detection Coordinator (SDC) reports directly to the Regional Security Officer (RSO) and provides daily oversight of the SD Program.  The SDC provides the RSO with timely analysis of notable events and receives daily reports, which she/he is responsible for analyzing, translating, and inputting daily data into the Security Incident Management and Analysis System (SIMAS).  The SDC provides the direct supervision of the SD Guard Supervisor and indirect supervision of SD Guards.  The area of responsibility and supervision encompasses the Embassy/Consulate/Consulate General/Embassy Branch Office and/or other U.S. Government (USG) facilities, or specific USG event venues, per direction of the RSO.


Experience: Must have a minimum of five years' of progressive responsible experience in facility management, maintenance inspection, or project planning and development, with three of those five years' experience working as a project manager/supervisor/foreman at a manufacturing plant, major resort, hospital, office complex, or a large university/school system managing a preventative maintenance program that incorporates or utilizes a Computer Maintenance Management System (CMMS) to track scheduled and unscheduled maintenance requests and their related expenses with supervisory duties leading a team of 5 or more subordinates is required.

Job Knowledge: The incumbent shall possess a thorough knowledge of building construction techniques and materials, plumbing, electrical and HVAC systems.  S/he must have general computer literacy, basic math skills and the ability to use standard construction and maintenance tools.  A general knowledge of mechanical principles and theories, and familiarization of the proper use and hazards of chemical materials is needed.  Must have understanding of occupational safety, health and environmental management strategies and procedures.  Must have a general understanding of fire and life safety codes.

Education: Completion of a 4 year Bachelor of Science degree, or equivalent in Mechanical, Electrical, General, or Civil Engineering from an accredited university program is required.


Language Requirements: Level 4 (fluent) of English and Dutch for speaking, reading, and writing is required.  (This may be tested.)

Skills and Abilities: Must be able to read and interpret U.S. and local building codes, SHEM, OSHA and OBO/FIR manuals. FAM citations and any other written materials.  Must be able to read and interpret building and floor plans, for larger facilities.  Must be conversant with different computer office software programs like Autocad, Word, Excel and PowerPoint.  Must be able to maintain filing system related to planning, construction, maintenance, and inspections and must be able to draft correspondence suitable for all levels in the chain of command at the Embassy.  Must be able to use all tools to perform basic maintenance duties.  Must possess a valid driver's license and be able to pass a driver's medical exam.  Must have excellent interpersonal skills and be able to handle a large workload and multiple tasks simultaneously.  Must be highly organized.  Must be able to lift 10 kilos.

Qualifications: All applicants under consideration will be required to pass security certification and may be required to obtain a Certificate of Conduct for Natural Persons (VOG) from the Dutch Ministry of Safety and Justice.
