Real Estate/Facilities Quality & Compliance Engineer (ESA)

Octagon Professionals is seeking several professionals to provide service support to Quality Managers across various Directorates at the European Space Agency (ESA), based at ESTEC, Netherlands. The Quality Management and Assurance Section (TEC-QPQ) at ESTEC is a corporate quality management function operating under the authority of the Directorate of Technology, Engineering & Quality (D/TEC) and the ESA Quality Manager.

The main duties of personnel assigned to TEC-QPQ include supporting Quality Managers with a range of quality management (QM) activities, such as preparation for management reviews, audit planning and execution, liaising with ESA process owners, supporting process definition, developing and maintaining management system portals, preparing and conducting awareness sessions, internal communication and training, monitoring action items and audit findings, tracking supplier performance and customer satisfaction, and contributing to ESA-wide improvement initiatives. The assurance-related responsibilities focus on supporting operational quality, particularly in laboratories, the test centre, and building/facility management.

Personnel are required for three work packages. For the third of these packages (WP3), we are recruiting a Facilities Quality & Compliance Engineer. The personnel selected shall constitute a team from which a Service Manager and Deputy will be appointed. The Service Manager and Deputy should have a minimum Master's level degree and possess sound and proven experience in team management.

WP3 - PAE17-03: Real Estates & Facilities Management Quality Support Service

Support the ESA Real Estates & Facilities Management (HIF-E) team in maintaining an effective and efficient ISO 9001-certified QMS, improving services, and ensuring proactive audits and project management support.

Responsibilities:

• Maintain and improve REFM QMS and ISO 9001 certification.


• Analyse and follow up on non-conformances and complaints.


• Conduct customer satisfaction surveys and critical supplier reviews.


• Support risk assessments, lessons learned, and project quality control.


• Plan and execute audits against ISO 14001, ISO 45001, and ISO 50001.


• Provide quality control expertise to HIF-E projects (risk register, documentation, coaching PMs).

Profile:

• Proven experience with QMS in facilities management or similar domains. Experience in 3rd party audits. Knowledge of project management methodologies and tools.


• IRCA-certified Lead Auditor for ISO 9001 and familiarity with ISO 14001, ISO 45001, ISO 50001.


• Strong analytical, risk management, and reporting skills.


• Effective communicator with a continuous improvement mindset.
