About R-Cities

The Resilient Cities Network (R-Cities) builds on more than a decade of global investment in urban resilience, originating with The Rockefeller Foundation and a pioneering network of Chief Resilience Officers in cities around the world. Today, R-Cities supports a global network of over 100 cities across more than 40 countries, helping them strengthen their ability to withstand, adapt to, and thrive amid the physical, social, economic, and climate challenges of the 21st century.

R-Cities promotes a holistic approach to resilience that addresses both acute shocks, such as natural disasters and extreme weather events, and the chronic stresses that undermine urban systems over time. Through partnerships with city governments, communities, and funders, R-Cities delivers programs that strengthen climate resilience, equity, public health, and long-term urban sustainability.

R-Cities is a globally distributed organization with staff located across multiple countries and time zones. The organization operates primarily through a US 501(c)(3) nonprofit entity and a Netherlands-based Stichting (foundation), supported by a growing portfolio of international grant-funded programs.

About the Operations and Finance Team

The Operations and Finance Team enables the delivery of R-Cities' mission by providing financial stewardship, operational support, compliance oversight, and organizational infrastructure across a complex, globally distributed organization.

As R-Cities enters its next phase of growth, it is strengthening its internal finance function to improve financial control, accounting, grant management, reporting, and strategic financial planning. The team is building a modern, resilient finance function that supports informed decision-making, ensures compliance across multiple jurisdictions, and provides high-quality financial services to colleagues, partners, funders, and governing bodies.

This role is part of an exciting period of organizational development, offering the opportunity to help shape internal systems, strengthen financial processes, and contribute to building a high-performing finance function that supports the Network's long-term sustainability.

The role

The Manager - Finance & Accounting is responsible for the day-to-day accounting operations across R-Cities, ensuring accurate financial records, timely month-end and year-end close processes, and high-quality financial information across the organization’s global entities. Working closely with the Finance Lead, the role supports the continued development of a strong, well-controlled finance function and contributes to improving accounting processes, systems, and internal controls.

R-Cities operates through multiple legal entities, including a Dutch Stichting and a US 501(c)(3), alongside entities in Singapore and Mexico that are currently being consolidated and streamlined. The successful candidate will bring strong accounting expertise and practical experience within either the Dutch or US accounting environment, ideally with exposure to both. Experience in one jurisdiction combined with the willingness and ability to learn the other is equally valued, supported by external professional advisers where required.

With an annual operating budget of approximately USD 5.5 million, R-Cities has relatively modest transaction volumes. The complexity of the role lies not in high-volume transaction processing, but in maintaining accurate accounting across multiple entities, currencies, funding sources, and regulatory environments. While day-to-day bookkeeping, accounts payable, expense management, and reconciliations remain important responsibilities, the role places particular emphasis on delivering robust month-end and year-end close processes, supporting statutory reporting, coordinating audits and tax filings, ensuring grant compliance, and continuously strengthening financial systems and internal controls.

How the role is positioned

The Manager - Finance & Accounting currently reports to the Co-Managing Director - Programs & Operations and works closely with the organization's external accounting and finance service providers and advisers as R-Cities continues to strengthen its internal finance function.

The organization is currently recruiting a Finance Lead who will provide overall leadership of the finance function. Once appointed, the Manager - Finance & Accounting will report to the Lead and work in close partnership to ensure accurate financial reporting, strong internal controls, compliance, and effective financial operations across the organization.

During this transition period, the Manager - Finance & Accounting will have the opportunity to work directly with senior leadership and play a key role in establishing R-Cities' in-house accounting function, improving financial processes, strengthening internal controls, and embedding systems that will support the organization's continued growth.

This is a unique opportunity to join R-Cities at an important stage of its development and help build a modern, resilient finance function within a globally recognized organization working to strengthen urban resilience around the world.

What you will do

Accounting operations and the financial close (35%)

You run day-to-day accounting and the monthly close across R-Cities' entities.

You own:

  • The general ledger maintenance, with accurate and timely recording of transactions across all entities.

  • The processing of accounts payable, receivable, and expenses, with correct coding in coordination with the Operations and Finance Team.

  • Month-end and year-end close for each entity, including reconciliation of bank, credit card, payroll, intercompany balances, and all balance sheet accounts.

  • The financial side of payroll and Employer-of-Records, including funding, recording, reconciliation, and employer-cost and tax treatment,

  • Intercompany accounting, reconciliation, and eliminations to support consolidated financial reporting across the entities.

  • Multi-currency accounting and foreign exchange treatment of transactions and revaluations.

  • Internal accounting controls and procedures to safeguard organizational assets, strengthen financial integrity, and reduce financial risk.

Compliance, statutory reporting, and audit (25%)

You are the organization's day-to-day point of contact for accounting compliance across jurisdictions. Working closely with external accountants, auditors, and tax advisers, you coordinate the organization's statutory reporting, tax compliance, and annual audit processes, ensuring that all financial information is complete, accurate, and delivered on time.

You own:

  • Compliance with Dutch accounting standards and foundation (Stichting and ANBI) requirements, including the reporting framework applicable to R-Cities.

  • VAT administration and corporate tax filings with external tax advisors, and the point-of-contact role with the tax authority.

  • External audits across entities, including preparing schedules, responding to auditor queries, and keeping each audit on timeline.

  • Financial records, supporting documentation, and audit trails to retention standards across jurisdictions.

You contribute to:

  • US GAAP reporting for the 501(c)(3) and other jurisdictional requirements, with external support where needed.

  • Adherence to donor restrictions and grant compliance requirements across the funding portfolio.

Systems, controls, and process (15%)

You maintain and improve the financial systems and controls that allow a small, multi-entity operation to run cleanly. Well-configured systems and clear procedures carry disproportionate weight in a setup of this shape.

You own:

  • General ledger configuration and master data in Sage Intacct, and integration with the organization's other financial tools.

  • A chart of accounts and system configuration that support multi-entity, multi-currency operations.

  • Day-to-day technical accounting guidance to colleagues, escalating genuinely complex or novel treatment to external advisors.

  • Documentation and upkeep of accounting procedures, workflows, and controls, kept current and accessible.

You contribute to:

  • Accounting policy and control framework design, working with leadership

  • Identification and implementation of opportunities for automation and efficiency.

Reporting, planning, and financial partnership (25%)

This area is adjacent to the future Finance Lead's remit. Until that role is appointed, the Manager - Finance & Accounting carries it, with support from leadership and external service providers. You turn the organization's accounting into clear, timely information for leadership, funders, and the Board, and you keep a view on financial risk across operations.

You own:

  • Preparation of accurate, timely financial reports, reconciliations, and compliance summaries, including preparation of the draft monthly management accounts for review by the Finance Lead.

  • You contribute to:

  • Financial information and schedules for Board meetings and funder reporting.

  • Budget-versus-actual analysis, variance explanation, and forecasting alongside program and operations colleagues.

  • Clear communication of financial information to colleagues and external stakeholders who are not finance specialists.

  • Risk identification and management across operations.

What success looks like in the first year

By the end of the first year, you will have established a disciplined, reliable close and strengthened the controls around it, giving leadership clearer and more timely financial visibility. You will have carried each entity through its audit and compliance cycle, sharpened grant and donor accounting, and laid the groundwork for a scalable finance function that supports R-Cities' growth. Throughout, you will have a real hand in how finance operates across the organization.

Experience with both is an advantage. R-Cities works with external accountants, tax advisors, and auditors to provide specialist support where required.

  • Experience coordinating statutory reporting, tax compliance, and external audits with external advisors

  • Experience with accounting in organizations that operate internationally or across multiple entities.

  • Comfort with ambiguity and developing solutions where there is no established precedent.

  • Strong attention to detail, a well-developed internal-controls mindset, and a commitment to maintaining clear and accurate documentation.

  • Fluent in English, written and verbal.

Valued

  • Familiarity with both the Dutch and US accounting environments.

  • Bachelor's degree in accounting, finance, or a related field, or other relevant professional qualification (AA, RA, or equivalent by experience).

  • Affinity with R-Cities' mission and values of equity, agility, humility, integrity, and care.

  • Dutch at any level (fluency preferred).
