Utrecht wants to experiment with a new kind of coffee shop / weed club with members (initially 100 -150), who actually own the cannabis produced.

The Netherlands tolerates the sale of soft drugs but cannabis production is prohibited and thus, there is no control over the quality of weed sold. With this new initiative, each member will be entitled to (no more than) five cannabis plants - maximum allowed for home production - that he can enjoy / collect at the new coffee shop.

Minister of Public Safety and Justice, Ivo Opstelten (VVD) stated that such an initiative will not be approved whereas coalition parties in Utrecht (PvdA, D66, and GroenLinks) claim that this may reduce criminality and could actually constitute the beginning of soft drugs legalisation.
