Open the app, click on "Open account" and follow the instructions. All you'll need is a snapshot of your ID and a selfie. You will be asked to provide a BSN and a Proof of Residence. If you don't have a BSN or a Proof of Residence at hand, you can also upload these later.
If you don't have a Dutch passport, the banks in the Netherlands will need to confirm your residency. They'll request a copy of your local municipal registration, which is available through an extract from the Municipal Personal Records Database (BRP). You can still open a bank account with ABN AMRO without proof of registration, but your account would not yet be available for use. Once your proof of residence is uploaded, you can start using your account.
