What’s new in the 2025 Dutch driving theory test?

The CBR (the Dutch driving exam authority) introduced several updates to the theory test in April 2025. The topics remain the same, but the format is different. Here's a round-up of the changes and how they affect you:

Fewer questions, but no less challenging

The test has been reduced from 65 questions to 50. However, the difficulty level is unchanged. You’ll still need to answer at least 44 questions correctly to pass.

The time limits are as follows:

  • 30 minutes for the standard exam
  • 45 minutes if you book the extended time option

With fewer questions, there is less room for mistakes, making careful study all the more essential.

All-in-one exam structure

Previously, the theory test was divided into sections for hazard perception, road rules and traffic insight. Now, the 2025 exam combines all of these into one continuous flow of questions.

This means you’ll need to think quickly and alternate between factual knowledge and situational judgment throughout the test.

Interactive video scenarios

One of the biggest changes is the use of short animated videos instead of still images. These clips simulate real-life driving situations, giving you a clear idea of how scenarios play out on the road.

What does the Dutch theory test cover?

Although the structure has changed, the content continues to cover the same core areas. Here’s what you’ll need to master:

Dutch road rules

This part covers the essentials of driving legally and safely in the Netherlands, including:

How to pass the 2025 theory exam: Tips and tricks

You can schedule your theory test directly through the CBR website using your DigiD, or have your driving school handle the booking for you. Give yourself at least 4 to 6 weeks to study and practise before your test date.

Since the updated exam uses animated scenarios, it makes sense to prepare with similar tools. Interactive videos will help you get used to reacting to real-life situations, so you’ll feel more confident on test day.

3. Take a theory course

A structured course will help you:

  • Cover all essential topics
  • Understand the logic behind traffic rules
  • Practise with mock exams that match the new format

While you can practise at home, there is no substitute for someone who really understands the test and the rules giving you advice and tips for improvement.

4. Practise, practise, practise

Using mock exams and practice questions will enable you to become familiar with the exam structure. This, in turn, helps to build your confidence and gives you the opportunity to focus on areas where you tend to make mistakes.

The more you practise, the faster and more accurate your responses will become.

On the day of the exam, it’s normal to feel nervous. Here’s how to stay focused and increase your chances of passing:

  • Don’t rush: Read each question carefully to avoid simple mistakes.
  • Use the full time: There’s no bonus for finishing early, so review your answers if you have time left.
  • Trust your preparation: Stick with your first instinct since second-guessing often leads to incorrect changes.
  • Stay calm: Take a breath, focus, and approach each question with a clear mind.
